Our Baumholder G&G team of experts has over 20 years of experience in Security Cooperation and Program Management working with the United States Department of Defense and Partners and Allies around the globe. We are recognized experts on the US Government Foreign Military Sales (FMS) Program process.
The US Department of Defense’s FMS program facilitates the sale of US arms, defense equipment, defense services, and military training to foreign governments. If you’re a foreign government involved in an FMS program, you need Baumholder G&G expertise at your side to effortlessly navigate the complexities of Defense Acquisition and the FMS process.

The team of experts at Baumholder G&G is ready to provide full lifecycle FMS support and assist your organization in:

Initial Capability Research and Requirements Definition
Organizations not familiar with the intricacies of the FMS process routinely bypass this first critical step. Baumholder G&G will ensure that your organization is set up successfully from the formulation of the operational requirement to the identification of the necessary materiel solution.

Letters of Offer and Acceptance (LOAs)
Once the LOR is received, and the US Government issues an LOA, our experts will guide our customers through the discussion and negotiation process culminating in an effective FMS case that minimizes the implementation and delivery schedule while meeting our customers exact requirements.

Preparation of Letters of Request (LOR)
Our team has over 50 years of military combined-arms experience. This knowledge provides our customers with detailed insight into the US Department of Defense inventory of materiel and equipment. Whether your preparing an LOR for Price and Availability (P&A) only or an LOR for a Letter of Offer and Acceptance (LOA), Baumholder G&G will assist your team to generate a request that specifically addresses the desired capability.

Developing FMS Case Modifications and Amendments
Should changes be necessary, we can guide and assist your organization in the identification and development of modifications and amendments to ensure the FMS case continues on cost and schedule.
